Here is the latest I have learned from reports tonight explaining the growing tensions in South America.
- All three countries are ratcheting up their rhetoric.
-Ecuador’s Rafael Correa visited Peru to begin a tour soliciting Latin American backing for sanctions against Colombia. This is in response to Saturday’s attack, when soldiers from Colombia went into Ecuador to hunt guerrillas from the Revolutionary Armed Forces of Colombia, who use the frontier region as a sanctuary.
-Colombian President Álvaro Uribe announced that he will ask the International Criminal Court to bring genocide charges against Venezuela’s Hugo Chávez, whom he has accused of sympathizing with the rebel group.
-Colombian officials contend that computer documents recovered in Saturday’s cross-border raid revealed that Ch¿vez had given more than $300 million to the FARC, the Marxist insurgency that has battled the Colombian government for more than 40 years.
-President Bush said Tuesday “I told the president that America fully supports Colombia’s democracy and that we firmly oppose any acts of aggression that could destabilize the region,” Bush said at the White House. “I told him that America will continue to stand with Colombia as it confronts violence and terror and fights drug traffickers.”

If you click on the link the first two photos from top to bottom are aerial views of the FARC camp where Reyes was caught. The third shows some of the things in the camp, like a DirecTV antenna! Who said you have to be out of touch if you’re in the jungle?

Definilty going to be one of those stories that has many “tails”. No one will ever know for sure what the deal was. Its really fired up on the local newscasts around here.

As I stated earlier in this thread it’s “known” that the FARC come to Venezuela for R&R. There’s a saying in Venezuela that “very little can be hidden between the sun and the earth and word leaks out. Barinas is a good bet – Hugo’s father is the governor and various and sundry brothers and cousins hold key local government posts. It has also been “rumored” for some time now that Marulanda is ill and a guest of the regime. Venezuelan opinion is that the sabre rattling and troop movements were to protect Hugo’s “partners” and his honored guest and nothing more.

I suspect that Boeing didn’t get the contract because of those shady dealings. It would have looked like we were just giving it all a wink and a nod if we’d awarded Boeing the contract.
The trouble is, we’re shooting ourselves in the foot. No way should we rely on foreigners for defense-related materials. We even take a risk using foreign-made computer parts. I sure hope we aren’t going to use foreign maintainence crews for these planes. Remember what we did to the Iranians when the Shah was booted out? We’d sold Iran a bunch of F-15’s (which they still have, sitting around like paperwights) and when they Ayatollah’s took over we pulled our maintainence crews out. Those crews had the foresight to screw up the plane’s avionics before they left. I’d have to research it but I think they messed with the targeting systems, making them useless. We do not want to put ourselves into a similar position. Frankly I think our KC135’s are just fine. -Rod-

Susan… it simply means that the situation is out of control and he can call out the troops, do away with civil liberties (no freedoms) and declare martial law. Pretty much you’re at the mercy of the regime then. Many think that this is what he wants, so that he can call out his thugs whom he has been arming with the Kalashnikov’s he’s bought from the Russians. They certainly didn’t go to the Venezuelan Armed Forces (or what is left of them).

CARACAS, Venezuela – Venezuelan President Hugo Chavez called a Colombian raid that killed two-dozen guerrillas in Ecuador a “war crime” Wednesday and joined Ecuador’s president in demanding international condemnation of the cross-border attack.
“We demand condemnation of the Colombian government for this aberrant act,” Chavez said, standing beside Ecuadorian President Rafael Correa.
Correa said he welcomed a resolution approved by the Organization of American States that concluded the attack violated Ecuador’s sovereignty but added he is looking for an explicit condemnation of the Colombian strike.
“We are using all the peaceful and diplomatic channels available for the international community to condemn the aggressor,” Correa said.
Chavez blamed the crisis on the U.S. “empire and its lackeys” – Colombia’s conservative government – saying they pose a constant threat of war in the region.
“We are peace. We are the path to peace,” he said in a televised speech.
Chavez and Correa scored a victory of sorts Wednesday in Washington, where the OAS approved a watered-down resolution declaring the attack a violation of Ecuador’s sovereignty. The resolution also called for OAS Secretary General Jose Miguel Insulza to lead a delegation to both countries to ease tension but stopped short of explicitly condemning the assault.
After meeting Wednesday night, Chavez and Correa said they welcomed the resolution but still want an explicit condemnation.
“The OAS resolution pleases us. We are pleased but not satisfied,” Correa said, standing beside Chavez.
“This isn’t going to cool down until the agressor is condemned.”
The United States was the only OAS country offering Colombia unqualified support. Many other countries worried openly about the attack inside Ecuador, which along with Venezuela has been accused by Colombian officials of providing refuge to Colombian guerrillas.
Correa called Colombian President Alvaro Uribe a liar who “wanted war” and warned if the attack goes unpunished, “the region will be in danger, because the next victim could be Peru, it could be Brazil, Venezuela, Bolivia, any one of our countries.”

He just said that he is severing commercial ties with Colombia and has threatened to expropriate Colombian businesses (nice lawsuit).
That will perhaps explain why this information cropped up today: Hugo’s making massive purchases of staples, so was this severing of ties premeditated and is he buying food because he knows he won’t be able to stop rioting if people take to the streets? Or, is he egging them on to riot so that he can declare a “state of exception” and do away with the few civil liberties that Venezuelans still have? Don’t forget that his servile National Assembly gave him the power to rule by decree for 18 months… those 18 months are not up.

I found Aaron– another good site to visit- Now I am learning about dirty bombs- doesn’t sound like a smart thing for FARC to do as there is no real gain in this- but then these guys are idiots so maybe the mentality behind the thinking?
The FARC could easily build a low level dirty bomb. But it is a problematic tactic, in that all it would do is raise the background radiation level and possibly causing slight long-term increases in health risks. (There is a debate among experts about the efficacy of dirty bombs – an ongoing issue for consequence management in the U.S. is that strict EPA standards might force the closure of areas hit by a dirty bomb when the practical impact on health is minimal.) In general, an unsophisticated dirty bomb would amount to a big, expensive hassle. Some experts argue that a dirty bomb, regardless of the real effects, would cause a massive panic – hopefully this proposition will never be tested, but in many stressful disaster situations social networks prove to be surprisingly resilient. For the FARC a dirty bomb might not be an attractive weapon since it would do minimal damage, while making the FARC politically radioactive.

I’m also hearing that the Airforce will have to modify, or build all new hangers for the A 330…….apperently it will not fit in many exsisting hangers…………this is not confirmed, but as they like to say in the press, it’s from reliable sources….

Writing two days before his death, Reyes tells his comrades that “the gringos,” working through Ecuador’s government, are interested “in talking to us on various issues.”
“They say the new president of their country will be (Barack) Obama,” he writes, saying Obama rejects both the Bush administration’s free trade agreement with Colombia and the current military aid program.
Reyes writes that his response to the Americans was that the United States would have to publicly express these positions.

As long as their bravado is limited to words, let them talk themselves blue. I must interject that the running “feeling” among Venezuelans is one of embarrassment for making them the laughingstock of the world.
There is a concerted effort by chavista apologists in the blogs to undermine the importance of the computers and the information found on the hard drives.

Patty – found another bit of info on the Boeing issue…..
Apparently, Boeing had offered ’something’ (illegal – jobs? money?) to two Air Force officials. The resulted in jail sentences for two Boeing officials! OOP’s. Not a good idea…..
Also, the numbers of jobs put forth by EADS (Airbus) for Americans is 25,000. Perhaps not a bad deal after all.
A more efficient plane and perhaps an even more competitive bid…..
I know, hard to get past the idea of awarding the contract to a foreign country, but perhaps it will further improve our relationship with Europe.

Yes, that is one ongoing example. In that case, Government of Uganda made a claim and now are trying to take it back for purposes of negotiating a peace with LRA. They may well learn that the ICC considers itself bigger than any such national issue.

Charles Taylor– former Liberian President was indicted by Un-Sierra Leone War Crimes Court in 2002 for backing Sierral Lenone rebels in over a ten year terror campaign -He then was in exile in Nigeria– and the last I got was in 2006 Nigieria was turning him over-
The ICC-
The International Criminal Court (ICC) is an independent, permanent court that tries persons accused of the most serious crimes of international concern, namely genocide, crimes against humanity and war crimes. The ICC is based on a treaty, joined by 105 countries.
The ICC is a court of last resort. It will not act if a case is investigated or prosecuted by a national judicial system unless the national proceedings are not genuine, for example if formal proceedings were undertaken solely to shield a person from criminal responsibility. In addition, the ICC only tries those accused of the gravest crimes.
In all of its activities, the ICC observes the highest standards of fairness and due process. The jurisdiction and functioning of the ICC are governed by the Rome Statute. Download the Rome Statute of the International Criminal Court (PDF, 448
Article 6 is the one for genocide- it lists the elements – He would have to meet the elements in 6 (a) 1. The perpetrator killed on or more person. 2. Such person belonged to a particular national, ethnical, racial, or religious group. 3.The perpetrator intended to destroy, in whole or in part the national, ethnical, racial or religious group, such as 4. The conduct took place in the context of a manifest pattern of similar conduct directed against the group or was conduct that could itself effect such destruction.
Chavez would have to meet these elements- I don’t think his actions were directed against any specific group- just anyone who opposes him-

In May 2003, a similar tanker contract was awarded to Boeing, but it was annulled under allegations of procurement fraud, for which Boeing paid a record 615-million-dollar settlement to the government.
Airbus will assemble the tankers in Mobile, Alabama, and has vowed to transfer assembly of its commercial 330 aircraft there, creating jobs.
Republican Alabama Senator Richard Shelby welcomed the decision. “Not only is this the right decision for our military, but it is great news for Alabama,” he said.
The contract was expected to bring up to 1,800 jobs to the Mobile area and 5,000 to the state, he added.
Patty – I will have to go look for the article….. but, something about Boeing and a government employee who was facilitating the contract and it was discovered this govt. employee was also seeking a job with Boeing. I also think the bid from Boeing was millions of dollars more.
The French company developed an improved system which carries more fuel and more people and is more reliable. Additionally, the plane will be manufactured here in the USA – Mobile, AL. Thus, none of our military secrets will be shared with the French arm of the company.
So, yes, the French company will get the bulk of the benefit, but it will benefit Americans, as well.
