Tibet & the California State House
This comes from Assemblyman Chuck DeVore here in California, who on this subject is on the same side as the sometimes controversial Congresswoman Maxine Waters.
It seems DeVore and others in the State Assembly are trying to pass Resolution 119 which marks “Tibet Day.” ACR 119 is bottled up by Assemblymember Ted Lieu’s (D-El Segundo) Rules Committee, with the Democratic leadership in Sacramento refusing to allow a vote on the measure due to its controversy.
Meantime, at the same time the Democrats in the The California State Assembly hold up the condemnation of China, it passed a measure that memorializes the United States Fish and Wildlife Service to list both polar bears and penguins as needing protection under the federal Endangered Species Act. ACR 119 marks the People’s Republic of China:
…egregious violations of human rights including the repression of political, civic, and religious groups such as Tibetan Buddhists, Catholics, Protestants, Falun Gong practitioners, Muslims, democracy advocates, labor organizers, lawyers, journalists, environmental activists, political dissidents, and other innocent people; the illegal harvesting of vital body organs and coercive third-trimester abortions; the perpetuation of slave labor camps; and the deprivation of basic fundamental freedoms of expression, assembly, and religious beliefs…

The human rights attorney David Matas’ talk was especially interesting. Matas has researched the gruesome practice illegal organ harvesting in China (his report can be seen at: http://organharvestinvestigation.net/. Mr. Matas asserts that hospitals run by the People’s Liberation Army sell the organs of executed Falun Gong practitioners and other people the communist regime in Beijing labels as undesirables for $70,000 to $150,000. Assembly Joint Resolution 41 by Assemblymember Ted Lieu (D-El Segundo) memorializes the United States Fish and Wildlife Service to list both polar bears and penguins as needing protection under the federal Endangered Species Act. Never mind, that aside from a few polar bears and penguins residing in California zoos, the nearest of the furry white former are 2,600 miles to the north while the closest of the feathery black and while latter are almost 8,000 miles to the south. The California State Assembly has gone to bat for them, sending copies of the AJR 41 to President Bush, Vice President Cheney, Speaker Pelosi and others.
Oh, and lest you think that the Blakeslee Tibet measure had as much nexus to California as the Lieu penguin measure, consider this: China’s cyber offensive against critics of its human rights abuses in Tibet and elsewhere resulted in the blocking of California-based Google as well as YouTube in China, as well as causing service disruptions outside of China too. Messing with Californians’ Google and YouTube is serious business.
So, while penguins and polar bears are worthy of protection, the basic human rights of a few million people aren’t worth a few words and a ream of paper in Sacramento.
Now, if Tibet was peopled by penguins and polar bears, that would be cause for swift action in the Assembly!

I’ve got news for the “fine” government officials of California. Some of the latest scientific studies show that Polar bear populations have steadily increased in all but two areas of the Artic ( parts of Canada and Norway I believe were the only declining Polar bear populations, but this was mainly because they were overpopulated to begin with ) in the past 100 years. Contrary to belief, what I’ve been hearing (Discovery Channel just did a show on this) is that Polar bear populations are thriving. It has been noted before elsewhere: Stupidity is not inherently painful, so if one lives in a “safe” environment, there is no given learning curve.
Although…….It would be fun to watch some Emperor Penguins trot across the Golden Gate Bridge, carrying the Olympic Torch while Pro-Tibetan demonstrators unleash a few polar bears on the unsuspecting flock.

CALIFORNIA’S WARDEN STAFFING LEVELS IS UNDENIABLY THE WORST IN
NORTH AMERICA TO PROTECT SALMON AND NATURAL RESOURCES
California is being saddled with a total ban on commercial and sport fishing of salmon, the first in the
state’s history. While biologists are scratching their heads and trying to point fingers at global warmingthe
California Fish and Game Wardens Association (CFGWA) for the past two years has been accurately
predicting this calamity, with few people listening. The CFGWA has produced two Exposes’ chronicling
these predictions which are available for review online at http://www.californiafishandgamewardens.com.
These two magazines, produced in 2006 and 2007, have exposed the rapid decline of California’s fish
and wildlife resources due to massive poaching increases and illegal black-market trade. Why has
California’s wildlife resources suffered so? This situation is directly attributable to California’s miserable
lack of support to those who enforce the protection of salmon- the Game Warden.
Attached to this letter are the results of a study by James Swan, PhD, on the environmental enforcement
staffing levels of all 50 states and the provinces of Canada. Dr. Swan compiled this information while in
the process of filming a TV documentary, which focuses on California’s Fish and Game Wardens. This
program not only shows that California ranks dead last in North America, but abysmally far behind all
the other states.
Wardens protect all the wildlife & fisheries in the state, and investigate pollution incidents. As a result
of this unjustifiably low staff level in environmental enforcement, the $120 million salmon industry has
collapsed. The sturgeon and abalone fisheries are following closely behind. If nothing is done, these
two species will also fall into an abyss. The black-market of wildlife in California is second only to the
drug trade, and these are increasingly becoming intermingled.
While the current statewide Warden staffing levels are indeed pathetic at less than 200 field officers, the
Administration is proposing in this year’s budget to eliminate an additional 38 positions. This will only hasten
the decimation of fish & wildlife populations and promote pollution of our land, lakes, rivers, and
streams. The loss of these positions will guarantee that the salmon population will never be able to
recover.
California has already become a poor example to all of North America’s fish & wildlife agencies of how
to protect its natural heritage. Tens of millions of dollars in relief funds have already gone to businesses
and local economies suffering from the impacts of the loss of salmon. Hundreds of millions of dollars
more is now being discussed for further economic hardships.

Why do we say the staggering loss in the numbers of salmon is due to the lack of
Wardens and enforcement? Here are the facts:
The long range DFG 65’ Patrol Boat (PB) Albacore based in Eureka, which enforces commercial and
sport fishing of salmon on the north coast, sits at dock gathering barnacles because it has no crew
to do enforcement work. It is unstaffed due to the lack of Wardens. For 200 miles of the Klamath
River, from the mouth to Yreka, there are no Wardens protecting the migrating salmon broodstock.
Salmon and sturgeon are routinely snagged and ravaged by poachers who have little fear of being
arrested.
The DFG 58’ P/B Marlin based in Berkeley which patrols the Bay Area and northward, sat idle for the
past 5 months due to a lack of funding to repair its worn out engines. Even then, it only has 50
percent of the Wardens needed to board vessels at sea and must rely on inland Wardens to fill the
void. The Marine Life Protection Areas (MLPA) recently enacted by the Administration was to have
additional Wardens to staff and protect them. These positions are among those to be cut in the
new budget before even being filled. The MLPA has become nothing more than pretend protection.
Within 10 miles of the California State Capitol, one Warden within a three month time period made
130 arrests of salmon poachers. His cries for other Wardens to assist in combating this problem
resulted in over 400 arrests of salmon poachers. In the meantime thousands and thousands of
others poachers routinely escape.
As this is being written, every night California Game Wardens make arrests for the massive illegal
take of salmon fry attempting to make it back out to sea to grow and return to spawn. They are
used as unlawful bait for catching sturgeon, which are then illegally caught and stripped of their
roe for black market sales.
The enactment of laws closing the salmon season means nothing as there are only a few officers to
enforce the closure.
Many also say that the decline of salmon numbers is due to pollution and illegal streambed alterations.
Well guess who is responsible for investigating and prosecuting these activities? That’s right, the Fish &
Game Warden.
The California Grizzly Bear became extinct in 1932, not because of global warming, but because of the
same warden staffing numbers we have today.
We have lost a third of our officers in the last 6 years and the trend continues.

D’oh! A Venezuelan TV channel has yanked “The Simpsons” off the air because it may be inappropriate for children. Taking its place: “Baywatch Hawaii.”
Televen TV station spokeswoman Elba Guillen said Monday that the decision to hand over the daily 11 a.m. time slot came after the National Telecommunications Commission received complaints from viewers.
“It had to be taken off,” Guillen said. “They consider it to be a series that isn’t appropriate for that time because it isn’t appropriate for children.”
The regulatory agency didn’t specify which elements of the program were deemed offensive, but said showing the animated cartoon series at that hour could violate national regulations prohibiting “messages that go against the whole education of boys, girls and adolescents.”
Guillen said it is up to Televen’s management whether “The Simpsons” may be shown at another time of day.
“Baywatch,” which features bikini-clad bombshells and musclebound hunks working as lifeguards on the Hawaiian coast, has been running in the 11 a.m. slot since Friday.
The station has not received any complaints about that show, General Manager German Perez Nahim told the Venezuelan newspaper Ultimas Noticias in its Friday editions. Perez was out of the office Monday and could not be reached for comment.
“We are hoping it will continue to have a good rating, because ‘The Simpsons’ worked very well — so much so that it had the highest levels of viewership for that morning timetable in the history of the channel,” Perez said.

Jimmy Carter is a perfect of example of why past Presidents should just ride off into the sunset without looking back…….IMO.
Tend to agree with John and LDG re: J. Carter. Some people would do better to just keep quiet and not meddle. J. Carter was not even a favorite when in office, and now after all the harm he has done, even less when out of office!

I think the reason Carter keeps meddling now is that he did so little good while President that he’s trying to make up for it now, he just doesn’t realise that he’s doing the same things which made him ineffectual as a President.

Max……..I think you’re exactly right. Most former presidents realize, or have realized, that they have had their chance…….and now it’s in the hands of the present administration. What I think Carter really fails to realize is that his words or actions can do more harm than good………especially if it undermines, or contradicts, the present administration’s policies.
It’s all right for them to voice opinions and disagreements with present policies, but they should not be involved in representing the USA on foreign policy matters……unless asked by the present administration, of course.

John - I saw your reference to living in Silver Spring….I lived there when I was a kid and haven’t been back for a long time. Sounds like maybe you’re in real estate? We lived on Lanier Drive…wondering if it’s still nice, if you know? (If it has gone downhill, just say you don’t know!) Great place back then….walks with our dog in Rock Creek Park (unsafe now??) and we would sometimes skip school in the spring and go to the Zoo…(free entertainment).

JoAnn…….I’m not familiar with the Lanier Dr. area. I only work in Silver Spring, but if you haven’t been here in a while you probably wouldn’t recognize the downtown area. It was completly revitalized about 5 years ago. It is still relatively safe in all areas of Silver Spring…….safe as major suburban areas go, that is.
Rock Creek is still a great place to hike or ride your bicycle and, of course, the National Zoo is a wonderfull place to spend a day………..and, our tigers do not jump over walls to “greet” you.
John - Thanks so much for the response! (Lanier Dr. is/was very nice and off the beaten path - a “cul-de-sac,” or as we called it back in simpler times, a dead-end street.) Would like to see the downtown now. Someday soon, on a trip back to see the sights in D.C….Thanks for the update!

I think Carter is going to get over there and one of two things will happen, he will be completely bamboozeled by them and they will show him all the neat things about themselves, he will be photographed giving hugs and high fives, or they will chop his head off….considering one of my kids never picked up the name carter (and never will) I really don’t care what happenes to him

Some state in the U.S. wants to form a new country.
They are doing this because they worship a man that has been designated a “god” at birth.
This “god” travels around and visits places like Seattle and meets with movie stars like Richard Gere.
The people of this religion (who want to form their own new country out of a piece of yours) disrupts an important event that showcases the US to the world.
These same seperatists claim abuse, just because the authorities are cracking down on disruptions and public disorder. (Like the US did during the protests against the APEC summits some years ago).
THIS IS WHAT IS OCCURING IN CHINA.
Tibet is part of the Peoples Republic of China, just as the south of the US was part of the United States during the civil war.
Take these reports of abuse to the “poor Tibeten people” by the Chinese authoritieswith a grain of salt will you?
