Chinese gangs and other poachers routinely poach bears and harvest only the gallbladders. Or worse, they will capture them and insert a shunt to harvest gall bladder fluid. The Rep that is sponsoring this is U.S. Representative Raul Grijalva (D-AZ) recently introduced H.R. 5534, the Bear Protection Act of 2008, to protect North American bears.
