After seeing the drug runners trying to disable the sub and then jump off, I agree - just shoot and sink the sub. Start taking them out, as soon as they are spotted. Let the word get back to their leaders that their guys will not be captured - they will go down with the ship! See how many runners they can muster up for the suicide run then.
