State Sponsor of Terror?

He has not yet been listed as an official ‘State Sponsor of Terrorism,’ and according to my sources, it looks like the Bush Administration will not officially designate Venezuelan President Hugo Chávez as such. This is a story we have followed now for nearly a year and we have taken three extended trips to the region in that time.

In response to the possibility, Chavez said recently that the United States “did not get the satisfaction” of including Venezuela in the list of countries sponsor of terrorism. Chávez disregarded the US State Department report on global terrorism and now according to reports, US Intelligence officials believe computer files tie Chávez to the rebel Colombian Revolutionary Armed Forces (FARC). This has been the claim by Colombian leaders since our trip there 6 weeks ago. According to reports, the files depict meetings between guerrilla commanders and Venezuelan government authorities, including Chávez himself. The Colombians told us that the files were taken from the guerrillas following a raid to one of their camps.

The files indicate that Venezuela apparently made concrete offers to help arm the FARC, according to the Wall Street Journal and also the use of one of its ports to receive arms shipments. In another document, a high-ranking official asked FARC to train Venezuelan military in guerrilla warfare. Chavez recently said about the claims “The United States did not get the satisfaction of including Venezuela in the list of countries sponsor of terrorism. But they will keep working on that.” Along with Venezuela, Iran, Chávez’s allied country, remains the “most active” state sponsor of terrorism, as it tries to build up regional influence and expel the United States from the Middle East, according to the report, which labeled Iran as “the most outstanding” country sponsor of terrorism.

ya know, all the politics and all the stunts that go along with it. whether we agree with bush or not. he is still our president! and deserves respect!
I was taught that way, and still believe it. Do people not realize that bush himself is not the only one behind all the decisions that go on at the white house? We voted congress in, we vote them out if we arent pleased. How can anyone say that it all falls on one man?
What people won’t do for attention, it’s almost enough to make you ill some days. And then we have to wonder what the h*ll is wrong with our kids. well duh, when subjected to this sort of stuff everyday, why wouldnt they be screwed up?

The problem is…..the administration has decided to go with their information finalized back on December 31st. I know of some congressman who are in hopes they’ll take this new information into consideration, including the attempts to undermine a freely elected ally like Colombia.

100% agreement on that being the situation as it stands. Moreover, were it my call to make (and it certainly is *not* for me to make), I am not sure I would put them on the list. A number of the issues that come with any “state sponsor of terror” listing are so dual-edged as to really call into question the benefits of any such declaration. A pure look at the real-politick of the situation is that doing much less than an act of war (like an enforced sea blockade, for example) simply would gain very little for the cost.

Perhaps the best that can be hoped for is to cut off some of the tolleration for the Chavez regime in Europe by extensive publication of this matter. It took years, and a change of heart in Europe, for the Czechs and other players to be willing to begin the process of political intervention in Cuba. With a little luck, it might not take so long in this case.

Things are much cleaner, politically about the choice of standing beside the Uribe government. If the “sell-out-the-Colombians” crowd wins, Chavez gets a lot closer to what he wants. If the U.S. continues to stand in support of the Colombians, there are *lots* of things that can be done to ratchet up the commitment and even a small success at doing that should firm up the backbone of a Peru-Colombia-Panama faction to get some balance back into regional matters.

I trust you have seen the information on the Panama FTA being given the same treatment the Colombia FTA is getting in the U.S. Congress, yes? It seems the Administration is at least still paying lip-service to getting those FTA’s up to a vote. Let us hope that those Congressmen you know of will be able to get some better things going as well.

The FARC computer event was first week of March, 2008. So any policy decision made before that, oh say a “December 31st” finalization, is now behind the available information.

Which does bring to mind the specific “December 31st” policy finding or such…

I didn’t list the findings before, but it basically follows the current game plan in dealing with Venezuela. Problem is….the meddling with Colombia and the support of FARC has become clearer since.

Just a quick query, if you please: Have you a copy of the Lugar report (C. Meacham, staffer, author) of 28.April so that you might have read it in full?

If so, I would be more than interested in a discussion of the contents and attempting to analyse the motivations of the author. It certainly appears germane to your continued coverage of this story to work it over a bit.

If you have not (this I doubt), please advise me and I can provide a source to obtain it conveniently.
